This was created supposedly as a learning tool by Newbury, an Assistant Professor of Psychology at the University of Kentucky at the time. The back of the color picture of the little girl whose clothing and accessories can be played with via the pinwheels is an explanation of the toy's purpose, and we are also there informed that a mechanical patent was applied for.
